Abstract
The entry of foreign culture which increasingly erodes local values and culture is a problem for the Indonesian nation. This problem arises due to a lack of public interest and concern for the cultural wealth they have. In order to foster the potential of students with characters based on culture, values, and local wisdom that are in accordance with the demands of society, this study aims to examine the strengthening of the implementation of the operational curriculum of the SD Gunongsekar 1 Madura education unit towards the character of students based on local wisdom. The development of the 2013 curriculum to strengthen its implementation is carried out through the stages of objectivity, selection of learning experiences, organizing learning experiences, and evaluation. This research uses a qualitative approach with a case study approach. Principal research subjects, and teaching teachers. Furthermore, researchers collected data through observation, interviews, and document analysis. The analysis was carried out in two data categories, namely during the field and outside the field. The results showed that curriculum development at SDN Gunongsekar 1 Sampang was based on a juridical basis and curriculum development guidelines. The complete curriculum component is used as a reference for teachers to prepare lesson plans and prepare lessons. Evaluation is carried out twice a year through observation and monitoring of learning by the school principal
