Abstract

This study aims at investigating the ways the English teachers develop the test prompts of and the ways they administer the English US of speaking and writing skills. The study employed quantitative and qualitative approaches involving 73 SMAs in Bandung. The findings indicate that administrative aspects were successfully administered; however, technical aspects were not appropriately administered because most teachers did not involve experts and students in validation and try-out processes.
