Abstract

Brawijaya University as a medium for the society in the achievement of individuals and groups, positioning itself at the forefront as an agent of change for the development of the nation and the state. Optimizing the role of university is not only for the intellectual education, but it should be aimed for the moral and character education, which will be able to bring the expected results and benefits to the society. Mature education is the education that is intended for all groups of people, either the normal people or who have special needs (disability). Best service management should include 4 significant elements namely; resource good service, stable organizational culture, system services can be measured and students. Therefore, minimum services standards that must be applied properly and correctly in accordance with the needs of students and societies who receive services or as a citizen.
