Abstract
Need fulfilment of instructional material is part of IFL instruction improvement effort. The speaking skill instructional material is developed to fulfil the need of IFL instruction at beginner level. The development is undertaken through Borg & Gall’s stages of development. The developed instructional material is validated by an IFL instructional expert, an Indonesian studies expert, a graphical design expert, two IFL teachers, and ten IFL beginner learners. The result of IFL instructional expert’s validation is categorised excellent (94%). The result of Indonesian studies expert’s validation is categorised excellent (93%). The result of graphical design expert’s validation is categorised excellent (89%).
