Abstract
Instructional technology as the evaluation area has a role in solving the problems of education, one of them on aspects of problem analysis. Deaf problem is communication. Communication will be discussed in this study is the language in nonvocal verbal communication (written). Proficiency apparent from the ability to write, word usage, sentence structure and vocabulary election. The method used is the method of development. The results of this research product in the form of cognitive ability assessment instrument using the effective sentence is reliable and valid through expert testing and reliability testing.
