Abstract
The purpose of this study is to obtain (1) an overview of junior high school teachers 'understanding of science based biology instructional tools and scientific report writing skills; (2) description of students' ability to write scientific reports; (3) formulation and solution to solve teacher and student problems related to inquiry-based learning And writing skills of scientific reports. A description of teacher and student understanding is determined by interviews and questionnaires are analyzed descriptively qualitatively. The result of this research is known that (1) the understanding of biology science teachers related to inquiry based biology learning device is still in the less category so that the learning process is less fun and the result is less than maximal; (2) the biology science teachers still have difficulties in the development of learning tools so it needs training, refrensi and socialization; (3) students' skills in writing scientific reports are still in the category of less; (4) the need for training and guidance to develop scientific report writing skills.
