Abstract
The aim of the study focuses on format and content description of adequate value judgement guidance containing of nengah nyappur study for counsellor to reduce bullying behaviour of vocational students. The study employs research and development method adapting the seven stages of development by Borg and Gall. The applied instruments in this study are (1) content evaluation, (2) format evaluation, and (3) user evaluation. The final product is a value judgment guidance containing of nengah nyappur study to reduce the bullying behaviour of vocational students. The result of data analysis shows that the relevancy level is high which means that the value judgment guidance is adequate to be applied and accomplish feasibility factors of the product including aspect of utility, ease, precision, and attractiveness. Due to the limitation of the study, the researcher suggests that for the further researcher to conduct the experiment study to know the effectiveness of the product that has been developed.
