Abstract
The difference of standards used by raters, have become problem during assessing training participant's research proposals. The assessment result become subjective and resulted score with high level of disparity. The purpose of this study is to produce a rubric that can produce objective and consintence scores. Rubric developed by combining asmawi development model with mckeown and biss development model. The rubric stated valid after tested and receiving feedback from evaluation expert, material expert, instructors, training participants, and training commitee. The score of rubric’s coeficient correlation is 0.78. With this score, the rubric can be stated as a reliable rubric.
