Abstract
Pancasila education is one of the subjects that teaches the importance of understanding values in the surrounding environment. Understanding this value requires a higher order thinking process (HOTS), especially in grade IV elementary school as the beginning of the higher grades. The purpose of the research is to develop five items of HOTS-oriented question instruments in the material of daily application of Pancasila in grade IV that are valid according to elementary school teachers. The research method used is RnD with the ADDIE model (analyze, design, develop, implement, evaluate). The validation results show the first item question is 0.90 very valid, the second item question is 0.73 valid, the third item question is 0.87 very valid, the fourth item question is 0.83 very valid, and the fifth item question is 0.90 very valid. The results of the small group trial showed that students scored 90 and above with an average of 94 in the KKM guidance category. Thus, the results of the development of question instruments can be declared very valid and can be used to measure the higher order critical thinking skills of fourth grade elementary school students in Pancasila Education subjects.
